If you have a roommate, you could go to the neighbors naked, and say your roomie locked you out.
You could leave the door unlocked in a store's dressing room.

Go to a nudist retreat or clothing-optional beach. That way you can have people see you naked without offending anyone. Unless what you really want to gross out/shock people.
